Calls for radical action to boost minority managers



Urgent action is required to boost the number of ethnic minority managers in UK workplaces, according to an equality lobbying group.

A study by Race for Opportunity - part of the Business in the Community campaign group of employers - analysed office labour market statistics between 2000 and 2007, and found ethnic minorities have not been gaining the share of jobs that their proportion in the wider UK population would justify. The gap between the overall ethnic minority population and those in managerial positions is even greater, with the report warning that, based on current trends, ethnic minority managers will never be in line with their representation in the wider population.

The Race to the Top report showed that more than one in 10 of the UK population comes from an ethnic minority group, yet just one in 15, or 6.8%, were in a management position at the end of 2007.

New website supports partnerships in community languages

The launch of the website for Our Languages, a groundbreaking initiative funded by the DCSF, takes place today at the third CILT Community Languages National Conference in Sheffield.

The new website, hosted by CILT, the National Centre for Languages, provides vital information and support for community languages teachers and managers in the UK. Content includes video clips showing best practice, case studies, useful links and training and event information. Key features include a database of schools teaching community languages in England and information on how to gain accreditation in community languages: www.ourlanguages.org.uk

The Our Languages project began in September 2007 in response to a need to raise the status of community languages in the curriculum and to recognise the work of the complementary (or supplementary) sector in England. The project aims to provide support for community languages teaching by developing partnerships between complementary and mainstream schools. In its first phase, which ran until March 2008, nine schools, teaching more than twelve community languages, formed regional partnerships in Birmingham, Leicester, London and Manchester.

Chinese managers are better than Western counterparts

Western managers are falling behind their Chinese counterparts in education and training, research has warned.

China has the fastest growing global economy and - according to a study by the Institute of Leadership & Management (ILM) - also boasts a highly ambitious, sophisticated and commercially astute management population that poses a challenge to managers and businesses in the West.

The Global Management Challenge, which surveyed 327 managers in the UK, US, France and China, reveals that Chinese managers are underestimated by their Western counterparts and are launching a serious challenge to established Western business and management practices.

Charity calls for business leaders to take up diversity challenge

A charity that campaigns to provide a "secure base for Britain's minority ethnic communities" has called for effective leadership to promote diversity, after a poll revealed that almost nine in 10 recent graduates have experienced some kind of discrimination at work.

The Ethnic Minority Foundation, called for leaders to be held accountable for discrimination which, it says is "ruining the life chances of young people".

It follows a survey of 200 graduates by recruitment site Milkround.com which found that 86% of had faced discrimination while working.

Race discrimination affected two in five respondents, with age discrimination affecting 14% and gender 12%. Other reasons for unfair treatment included sexual orientation and height.

One respondent said: "People like me coming from a different country or continent to study and then try to get a work placement here are very vulnerable, particularly if they are unfortunate enough to have employers or managers as ignorant as the one I [worked for]."

Finding talent globally

The war for talent never ends. Middle managers in China? Good luck finding them, let alone keeping them. Assembly line workers in Central Europe? They're well-educated and hard-working: Trouble is, every company wants them. The cubicle warriors of Bangalore? They get the job done—if they stick around. I For corporations, managing this widely scattered, talented, restive, multicultural workforce has never been harder. This Special Report, written to coincide with the 2008 World Economic Forum in Davos, Switzerland, brings readers to the front lines of the struggle. It delves into IBM's (IBM) effort to rein- vent the way it gets tasks done around the world, follows a Nokia (NOK) manager as he recruits a workforce from scratch in Transylvania, meets a restless generation of IT workers in India, and hears from the corporate road warriors who never, ever stop traveling.

These and other stories make a simple but powerful point: The old way of managing across borders is fading fast. In the first half of the 20th century, the globalization of business was based on the British colonial model. Headquarters, functions, and capital were in one place, with managers dispatched to run regional operations like colonies. In the second half of the 1900s, companies adopted the multinational model, replicating their home country operations in other places where they did business. Country units rarely dealt with other divisions in other markets.

Today, global corporations are transforming themselves into "transnationals," moving work to the places with the talent to handle the job and the time to do it at the right cost.

Expat Life in Mexico

The North American Free Trade Agreement (Weintraub, 2004) and lower labour costs in Mexico have caused many US companies to move their operations south of the border.  While the majority of the workers in the US-owned plants are Mexican, some of the employees are US workers on temporary expat assignments.

While not randomly selected from a large pool of expat workers, my ten interviewees did hold a variety of jobs.  Several of them were managers and engineers.  Others in the group included a US Air Force officer, an HR representative, a Director of Research and Development, and a missionary.  Two were female and eight were male.  For the vast majority of the group this was their first expat assignment and they considered the assignment a means of advancing their careers and providing their families with a rich cultural experience.  Half of the workers said that they would be interested in doing another expat assignment in the future.

International assignments - six steps to success

In the book, “The World is Flat,” By Thomas L. Friedman, the author famously writes, “‘Honey,’ I confided, ‘I think the world is flat.’”

With the onslaught of rapid globalisation, high-quality executive mobility has become more critical than ever for the success of many US companies. Nevertheless, many companies continue to struggle to make their international assignments effective.

A well-developed global mobility program must cover a comprehensive range of complex issues, such as housing, children’s education, and income taxes. In addition, many companies now are investing in family counselling and in cultural and language training with good results. These issues offer many opportunities for continual improvement and, fortunately, experts and service providers now are available to help.

However, while these are important issues for success, in the end, these issues deal with administrative policy, process, and financial costs. They do not address the effectiveness of the assignment. Global mobility programs—and the managers responsible for them—must be aligned with the overall business goals.

NHS HR staff accused of ignoring racism and bullying of Asian doctors

eading figures have told Personnel Today how HR teams are allowing a minority of racist line managers to make working life tough for migrant medics.

Their comments come after a General Medical Council (GMC) report showed that doctors trained overseas were twice as likely to face formal disciplinary hearings once a complaint had been made as those who graduated in the UK.

Ramesh Mehta, president of the British Association of Physicians of Indian Origin, told Personnel Today: "There is no doubt that bullying of Asian doctors goes on.

"The small minority of racists in the NHS take complaints [about foreign doctors] to HR. HR needs better training in handling these issues."

Language and communication skills seem to be the one major casualty of the technical education pursued by most managers and coveted by most employers. However successful an organisation, the lack of proper language skills can derail the most audacious merger or turn the most breath-taking innovation into an ordinary process shift.

That’s probably why Astra-Zeneca , Boeing and Citigroup have all hired well-known poet David Whyte to figure out how to conduct conversations within their organisations.

UK Employers plan positive Diversity Recruitment

Employers in Britain are planning to more aggressively recruit gay, disabled, female and Asian workers in 2007 and 2008, a new poll reveals.

More than 215 hiring managers and 500 workers were surveyed for job site CareerBuilder.co.uk by Harris Interactive and 21 per cent said that they planned to enhance their recruitment process for women, 16 per cent for disabled workers, 13 per cent for Asian workers and gay/lesbian workers (eight per cent).

A quarter of employers polled (26 per cent) said that they planned to increase their staff numbers by more in the last six months of 2007 than the first, with nearly 49 per cent of bosses hiring more workers in the first half of the year.
